• The Libyan Ministry of Vocational Training actively leads and participates in several national TVET networks and collaborative initiatives across the country. Despite the current political division, the ministry remains committed to fostering coordination and cooperation among all TVET stakeholders to ensure a cohesive and effective system.
  • Some of the key national TVET networks and partnerships the ministry is involved in include:
  • National TVET Coordination Committee: The ministry chairs this committee, which brings together representatives from the various TVET institutions and government entities across Libya. The committee meets regularly to align on strategic priorities, share best practices, and coordinate joint efforts.
  • National TVET Skills Council: The ministry plays a central role in this council, which comprises industry leaders, employers' associations, and training providers. The council works to identify skills gaps, develop occupational standards, and ensure the responsiveness of TVET programs to labor market needs.
  • National TVET Research and Innovation Network: The ministry collaborates with academic institutions, research centers, and innovation hubs across Libya to conduct labor market assessments, pilot new training approaches, and foster technological advancements in the TVET sector.
  • National TVET Quality Assurance Framework: The ministry leads the development and implementation of a harmonized quality assurance system for all TVET institutions in Libya, ensuring consistent standards and continuous improvement.
  • National TVET Certification and Accreditation System: The ministry works closely with relevant authorities to establish a comprehensive framework for the recognition and portability of TVET qualifications, facilitating learner and worker mobility.

The ministry supports cooperation with labor market organizations and scientific research institutions and the establishment of scientific conferences and specialized workshops. The educational institutions affiliated to the Ministry have agreements and cooperation programs with regional and international institutions and organizations such as the German Cooperation Agency (GIZ), the European Union, the Arab Union for Technical Education, the Federation of Arabic Universities, the Arab Council for Training and Student Creativity, in addition to bilateral agreements with a number of technical education institutions in a number of Arabic countries.
